East Bay council promises to move ahead with rent stabilization

Tenant advocates from Delta Pines and Casablanca apartments coordinated efforts to demonstrate against drastic rent hikes, which reached a maximum increase of $500, and were given only 60 days to comply or face eviction. In response, protests were held at the complexes, urging management to reconsider.

The fight then moved to City Hall, where tenants pushed for a rent stabilization ordinance to limit annual rent increases to 3% at 60% CPI and close legal loopholes allowing landlords to raise rents beyond the state’s 10% cap on Low Income Tax Credit properties. The council approved the measure with a vote of 3-2, with Mayor Thorpe, Monica Wilson, and Tamisha Torres Walker supporting it.

Rent Control and Just Cause evictions – After a 7-year effort by tenant advocates and organizers from East Bay Alliance for a Sustainable Community (EBASE), Monument Impact and tenants of Rising Juntos the city council passed a measure in January 2024 to implement Rent Stabilization and Just Cause evictions in Concord. Despite a referendum drafted by landlords and realtors to overturn the measure, they failed to gather sufficient signatures to bring it to a vote in November’s general election. The ordinance is retroactive to April 6th when it would have been implemented if it had not been challenged.
